Hostile activities are testing Europe’s security environment and the resilience of EU Member States, and blurring the boundaries between conventional and hybrid threats. This includes the use of migration as a tool of political pressure; drone incidents; and cyberattacks targeting public institutions, infrastructure and other strategic assets.The EU’s response to these threats is evolving; from measures to strengthen resilience, preparedness, deterrence and cooperation, to recent discussions on addressing hostile acts below the threshold of armed aggression.
